What is the Building Certificate of Aptitude?

The Building Certificate of Aptitude is an essential document that confirms a building complies with structural safety and maintenance regulations.

This certificate is a key indicator that the building is safe and meets current regulations in Catalonia.

Building Certificate of Aptitude Ratings

ITE Aptitude Certificates in Catalonia are issued with different ratings depending on the condition of the building. These ratings usually include:

Apto (No Deficiencies): Issued when the building fully complies with all regulations and specific safety requirements in Catalonia. Valid for 10 years.

Apto (Minor Deficiencies): Issued when minor deficiencies are found that require preventive or corrective maintenance. Valid for 10 years.

Provisional Apt (Significant Deficiencies): Issued when significant deficiencies are detected that do not pose an imminent risk to the stability of the building or the safety of people, but affect its functionality and health standards. Corrective action is required. Valid for 6 years, with reviews every 2 years to carry out the Verification Report and maintain its validity.

Precautionary Apt (Serious or Very Serious Deficiencies): Issued when serious or very serious deficiencies are found that pose an imminent risk to the stability of the building or the safety of people. Urgent Measures must be implemented to eliminate the risk, and both the property owner and the City Council must be notified. Once the Urgent Measures are in place, the Certificate of Aptitude can be processed. Valid for 3 years, with reviews every 12 months to carry out the Verification Report and maintain its validity.

Denied (Serious or Very Serious Deficiencies): Issued when serious deficiencies are detected that represent an imminent risk to the building’s stability or to people’s safety, and Urgent Measures have not been taken to eliminate the danger.

How to Obtain the Certificate of Aptitude

Obtaining the Certificate of Aptitude requires carrying out the Technical Building Inspection (ITE) Report. First, the report must be presented, and then the Certificate of Aptitude can be processed with the Generalitat de Catalunya.
